California’s Tax Law: Best Practice?
A leading panel of tax consultants and clients will discuss the current state and financial impact of California's Proposition 13, which changed the way Californians tax real property (enacted in late 1970s). The Panel will  also compare the Californian system with other jurisdictions and debate whether there are trends impacting tax advisory and litigation in North America.

John Fidler, RIBA, Intl. Assoc AIA, FRICS former Conservation Director of English Heritage, and resident wit, brings his unique brand of humor to the topic of preservation. In a humorous and oft-times nostalgic review of a professional career spanning more than three decades, John Fidler will entertain delegates with an up-beat and entertaining ride past the fascinating people, places and problems he experienced in the name of building conservation around the world. The illustrated talk will feature amusing anecdotes from contacts with the British royal family; advice on ways to infiltrate the British media; guidance on methods to do without structural engineers; explanations of why history tends to repeat itself; and stunning imagery of the sex life of the Deathwatch beetle!

Mexico as California’s Industrial Economic Partner
Mexico has an intertwined relationship with the United States. As the 15th largest economy in the world and a gateway to Spanish speaking Latin America from the North, Mexico is a key partner to the U.S economy, and specifically California. The international panel will discuss the role of today's Mexico as a producing hinterland for California and a home of world class industrial investments and logistics.

Real Estate Lending: What does the client want?
Much of the industry discussion on best practice valuation has historically been between service providers. In line with RICS' mandate, delegates will hear directly from some of the key clients of the profession; the lenders. Chief appraisers will outline the things they want to see from a client's perspective, what keeps them up at night, and how the profession can more effectively deliver the goods.

Mitigating Risks in Construction Finance 
This session will be a tour d'horizon of a number of North American markets. Panelists from lenders and project monitors will discuss ways of mitigating risks in development finance for lenders, outlining ways in which RICS has supported the Canadian development finance sector and responded to bank requests. The workshop will then focus on the Caribbean market, discussing where Caribbean lenders got their fingers burned, what actions they are taking now, and when they see the loosening up of Caribbean development finance.

Technology Changes Everything
Building Information Modeling standardization and uptake; are we seeing a tipping point? A panel of technical experts, users and clients will talk about the revolution in BIM technology, and the continued cost savings and value drivers supporting its uptake in both construction and operations. The acquisition, disposal and management of real estate as the second highest line item on many corporate balance sheets is a high level function, supporting the strategy and operational efficiency of the organization. Leading real estate advisers and heads will discuss examples of driving cost savings and value drivers of their work, and debate ways of supporting and promoting the potential for truly strategic real estate advice at the C-Suite level in businesses and governments.

Delivering Complex Projects
How can project delivery be kept on track and what can clients do to mitigate risks when issues do arise? A panel of project managers, their clients and claims experts will discuss the delivery of iconic and complex initiatives, dream projects and some nightmare scenarios. Case studies will be subjected to post mortem analysis; what could have been done to keep the project on track and how could the client have achieved successful outcomes.

Building Energy Management and Control
Investment risk control relies on performance information making a building Energy Management & Information System [EMIS] key to rate of return calculations for efficiency upgrades. This session will review current tools for monitoring, reporting, analyzing and controlling commercial buildings covering integration with BIM, cost avoidance, risk reduction, resiliency and the occupant experience.  Case studies and real world lessons will be provided by a system vendor, portfolio owner/operator and industry sector consultant who will discuss what is working, challenges and what advances are coming.

Hospitality Values
Delegates will leave for an offsite tour to a landmark Los Angeles hotel, where a panel of leading hospitality valuers, both in house and service providers, will talk through how the building was valued, measurement of potential was calculated, and the processes by which the final value was ascertained. The panel will answer questions and compare the hotel valuation with other iconic hospitality valuation projects.

How do you build your personal and business profiles on social media? Is this something only communications professionals and ghost writers can achieve, or can the typical senior professional drive the brand building? And how do you measure  and forecast real commercial return on investment on time and resources spent? This session will attempt to answer these questions.

The Value of PPP
Public private partnerships as an infrastructure financing model, has experienced varying degrees of uptake around the world, with Canada, UK and Australia perhaps the most advanced adopters. But what about the U.S? While a number of states have enacted enabling legislation for PPP, politics and perception have played a part in restricting their use in many jurisdictions. This panel of PPP practitioners and government officials will explore how the industry can help politicians measure and promote the value of PPP projects to the public.

Asset Management
If an owner could drive 10 - 15% cost savings from across their portfolio without impacting its performance for the occupier is this possible? Tony Alfonso is a Senior Managing Director in BDO Consulting, leading the firm’s National Valuation Services practice with more than 20 years of financial services experience, including extensive valuation and transactional experience. Mr. Alfonso is knowledgeable in valuing the intellectual property of companies in various industry sectors, including software and technology, manufacturing, pharmaceutical, retail, and gaming. He has valued patent portfolios, trade names, developed technology, in-process research and development, industrial designs, drug compounds, and software. Mr. Alfonso has also testified as an expert witness in several jurisdictions and is frequently quoted in industry trade publications and major media outlets. Prior to joining BDO, he worked for Houlihan Lokey providing valuation services on tax and financial reporting matters and worked as a Managing Director with KPMG in its economic and valuation services practice. Susan Allen Senior Vice President Mortgage Analytics, CoreLogic
Susan Allen is senior vice president of Mortgage Analytics for CoreLogic. She is responsible for managing product solutions, developing industry leading risk products and consulting with clients to improve lending and servicing decisions. Susan previously served as chief collateral officer for JP Morgan Chase. In this role, she was responsible for generating, purchasing and evaluating property valuations and establishing, monitoring and defending risk policies. She served on committees overseeing operations risk, credit risk and compliance risk, and in 2009, assisted with the integration of WaMu’s collateral risk operations and policies into JP Morgan Chase. Susan previously held a similar collateral risk position with General Motors Acceptance Corporation, where she tested and deployed AVM and mortgage fraud solutions and managed valuations departments, which included modelers, analysts and appraisers. Prior to that, she served as senior risk manager for U.S. Bank, managing credit card fraud, anti-money laundering solutions, deposit account fraud and internet fraud. While at U.S. Bank, she successfully leveraged models, technology and operations to significantly reduce fraud losses and increase approvals. Named as a 2014 HousingWire Woman of Influence in Housing, Susan has more than twenty years of experience as a risk and operations executive. She frequently speaks on behalf of CoreLogic at banking conferences and regularly publishes articles regarding the latest developments in risk management analytics. Susan holds a Bachelor of Arts degree in finance from Michigan State University and an MBA in international economics from Indiana University.
James Andrews Managing Director Integra Realty Resources
James Andrews FRICS, MAI, CRE, ASA, CVA has been actively engaged in valuation and consulting for more than 27 years; with the first ten years in the southeastern United States and the last 17 in the Caribbean. Based in the Cayman Islands, James co-founded Andrews Key Ltd. in 2007 which became the Caribbean office of Integra Realty Resources in 2012. He expanded the IRR Caribbean presence to include active offices in the US Virgin Islands and the Bahamas in 2013. Mr. Andrews specializes in the valuation of hotel resorts and other going concern properties such as marinas, golf courses and restaurants; as well as other business interests. He earned his MAI designation in 1992, became an RICS member in 2005 and a fellow in 2008. Sandy Apgar Owner Apgar & Company
Sandy Apgar is an international authority on housing, real estate and infrastructure. He advises senior executives and boards on strategy and operations in large, complex urban projects and designs and manages public-private partnerships. A Senior Counselor on Real Estate to the Boston Consulting Group (BCG), he has counseled more than 150 companies, institutions, governments and not-for-profits on some 500 portfolios and projects in 12 countries with an aggregate value over $500 billion. During the Clinton Administration, he served as Assistant Secretary of the Army for Installations and Environment, where he oversaw the Army's global real estate portfolio and pioneered the award-winning military housing privatization program known as RCI (Residential Communities Initiative). He has taught at Harvard, Yale, Princeton and Oxford and is an "Eminent Fellow" of the Royal View Profile
James Arrow Risk Management Consultant Shell International, Projects and Technology
James Arrow is a Fellow of the Royal Institution of Chartered Surveyors. He has more than 20 years Project Controls experience on projects ranging from infrastructure to energy. Beginning his career as a QS in the UK, the majority of his experience has been in an international setting working in countries that include Australia, Japan, Singapore, Canada and Venezuela. James played a significant role developing the AACE International Decision & Risk Management body of knowledge along with their associated DRMP certification. James remains an active member of the AACE DRMP committee and was recently nominated as AACE’s ICEC (International Cost Engineering Council) representative. James lives with his wife and daughter in Houston Texas where he currently works as an independent Risk Management consultant for Shell International, Projects and Technology division.
James B. Balocki Chief Executive Officer and Director, Services and Installations Office of the Chief of Army Reserves, Fort Bragg, NC
Mr. James B. Balocki was selected to the Senior Executive Service in July 2009. He is currently serving as the Chief Executive Officer and Director, Services and Installations, Office of the Chief of Army Reserves, Fort Bragg, NC. He exercises oversight for the command’s 12,000 civilian employees and manages acquisition, information technology, installation operations and services, environmental and military construction support for the 215,000-strong command. Previously he served as Chief, Interagency and International Services Division, U.S. Army Corps of Engineers, Washington, D.C., where he was responsible for engineering, scientific and technical support to foreign governments; combatant commands and embassies; federal, state and local government agencies; and national and international non-governmental organizations. Before this he served as Director, Joint Programs Integration Office, Headquarters, U.S. Forces – Afghanistan in Kabul, responsible for the $14 billion U.S. and NATO construction programs to establish Afghan National Army and Police forces. He also coordinated efforts of the Department of Defense, State Department, U.S. Agency for International Development, and the Government of Afghanistan to achieve strategic security and development goals. In his first senior executive assignment, Mr. Balocki served as the Chief, Environmental Community of Practice, U.S. Army Corps of Engineers, Washington, D.C., where he oversaw $2 billion of environmental programs worldwide supporting the EPA, Army, Air Force and Defense Department.
Mike Bendewald Senior Associate Rocky Mountain Institute
Mike Bendewald is a Senior Associate on RMI’s Buildings Team. He leverages his practical understanding of energy efficient, smart, and healthy buildings to enhance real estate analysis and decision-making techniques. He currently leads the market delivery of the RMI practice guide on valuing energy efficiency and sustainability retrofits. As part of this effort, Michael develops strategic partnerships and projects with trade associations, real estate product and service companies, and real estate owners and occupiers. Adriana Berrocal Managing Director BValue Consulting
With over two decades of consulting and technical experience including Valuation Services, Transaction Support and Corporate Finance, Adriana has led hundreds of projects in more than twenty countries, including the supervision of large, complex multidiscipline engagements regarding businesses (as a going concern or assets’ based), real property, machinery and equipment, and intangible assets. Prior to establishing BValue, Adriana collaborated with various international consulting firms and government entities. Her experience includes a wide variety of industries and numerous purposes: mergers and acquisitions, tax planning, governance, commercial / shareholders disputes, compliance with International, Mexican, American, and Brazilian financial reporting standards, among other. Scott F. Biethan Senior Managing Director CBRE
Scott F. Biethan, FRICS, MAI is the Senior Managing Director of the Pacific Northwest Region of CBRE. He has over 25 years of professional experience in real estate, with an emphasis in hospitality properties. His appraisal and consulting assignments have included vacant land, air rights, office buildings, shopping centers, industrial complexes, commercial properties, universities, residential properties, hotels, resort properties/golf courses, utilities and investment properties throughout the United States. He has performed valuations of proposed, partially completed, renovated and existing structures. He has been qualified as an expert witness in condemnation matters in the State of Washington and California, and has been extensively involved in bankruptcy litigation and equity cases. He has served as arbiter in numerous real estate matters, including ground rent redetermination and space lease renewal rent determination. He has acted as a guest speaker before real estate, banking, hospitality and other organizations throughout the United States. He was the team leader on a study of the Puget Sound Naval Shipyard, the largest dry-docking facility in the Americas. He was also the team leader on an analysis of the NOAA marine facility in Seattle, a large pier and upland facility used for the moorage and work on the NOAA fleet. He has been involved in the appraisal of the real estate portfolios of The Boeing Company, Microsoft and the Puget Sound area Equity office buildings. Martin Brühl Head of International Investment Management Union Investment Real Estate
Martin Brühl is Head of International Investment Management at Union Investment Real Estate, a major German open-ended fund provider. In his role, he is in charge of property acquisitions and disposals in Asia, the Americas and the UK. Martin’s background is in valuation and capital markets advisory and during most of his professional life he has worked for international consultancy firms, notably Cushman & Wakefield. Viktor Bullain Regional Manager, Integrated Building Solutions Turner Construction
Viktor Bullain is a Virtual Design and Construction (VDC) and Lean Construction management expert with over 17 years of experience in integrating workflows and technology for both design and construction. He received his MA in Architecture from Budapest University of Technology and Economics. After graduation he joined Graphisoft R&D as a software product designer, and participated in the development of the first Building Information Modeling (BIM) software platform for architects called ArchiCAD. Viktor moved to the Silicon Valley and became the Product Manager for the North American market in 2001. He recognized the opportunity for extending the use of BIM for construction and co-founded Vico Software in 2007. Vico software pioneered a fully integrated BIM process with estimating and scheduling, called 5D BIM. In 2009 Viktor joined Turner Construction where he is responsible for overseeing Project Controls, Lean Construction and BIM implementation in the South West Region representing over $1.5 B in project volume. Viktor established the first Regional Integrated Building Solutions department within Turner construction with the goal of integrating business processes for more efficient project delivery. His team and their collective knowledge enabled Turner to drastically improve communication and collaboration, eliminate change orders while enhancing quality and compressing construction project schedule. Turner achieved the #1 ranking in Building Design & Construction magazine’s 2012 and 2013 Giants 300 BIM Report based on BIM Project Revenue. Viktor was named as “Top 20 under 40” by Engineering News Record California for his leadership in implementing new technology and his contribution to educating the community. He is currently MBA candidate at the USC Marshall School of Business class of 2016.
David Bunton President The Appraisal Foundation
Mr. Bunton has served as the senior staff member of The Appraisal Foundation since May of 1990. As President, he is the Chief Executive Officer of the Foundation. Prior to joining The Appraisal Foundation, he served as the Vice President of Government Affairs and Communications for the Federal Asset Disposition Association. He also previously served as a legislative assistant in the United States Senate for eight years and was a Congressional Chief of Staff in the House of Representatives for four years. Mr. Bunton holds a BA degree in Government and Politics from the University of Maryland. Mr. Bunton recently received a certificate in the Leadership Series for Non-Profit CEOs from the Harvard Kennedy School of Executive Education.

J. Douglas Koelemay is the director of the Commonwealth of Virginia's Office of Transportation Public-Private Partnerships (OTP3). In this post, Koelemay is responsible for leading the statewide program that delivers projects under the Virginia Public-Private Transportation Act of 1995 (or PPTA). Koelemay most recently served as vice president for community relations at Science Applications International Corp. (SAIC). He also was managing director at Qorvis Communications and executive vice president and chief policy officer at Williams Mullins Strategies. Koelemay was appointed to the Commonwealth Transportation Board (CTB) in 2006. He represented Northern Virginia on the CTB until 2012. While a CTB member, he focused on transportation strategy, corridors of statewide significance and multimodal planning for U.S. 29, Route 606, Dulles International Airport and the Tysons Corner area. Koelemay also served as vice president for public affairs for the Northern Virginia Technology Council. In 1993, he wrote “Financing the Future: Report of the Commission to Promote Investment in America’s Infrastructure,” regarding the status of infrastructure funding in the 1991 federal transportation authorization (the Intermodal Surface Transportation Efficiency Act, or ISTEA). Chris Williams Executive Vice President Gleeds
Chris Williams is Executive Vice President, a shareholder and member of the board of directors for Gleeds USA. As well as having board level responsibility for the strategic direction of the USA business, Chris has responsibility for the Atlanta and Chicago offices, overseeing the technical service provision in addition to human resources, marketing and business development. Chris has been with Gleeds since 1994 and became a member of RICS in 1998. In 2001, he relocated from London to Atlanta to integrate a company that Gleeds had acquired into the global business. Chris has led the company into the area of project controls in the energy sector. He oversees teams in Atlanta and Chicago for the management of two major infrastructure programs. A fellow of the RICS, Chris has served on the board of directors, providing APC assessments and participating in a working group responsible for accrediting the first US universities with construction programs. Chris continues to serve as a guest speaker for Georgia Tech’s construction bachelor’s and master’s degree programs. Chris is also an avid supporter of STEM (science, technology, math and engineering) programs and presents to local elementary schools in an effort to raise awareness for workplace careers in the construction industry.
L. Deane Wilson Managing Partner The Blackwell Group
L. Deane Wilson, MA, ASA is the Managing Partner for The Blackwell Group, a real estate appraisal firm in California. Mr. Wilson has instructed formal real estate appraisal courses for the American Society of Appraisers in Eastern Europe (Ljubljana, Slovenia) sponsored by the Agency for the Privatization of the Republic of Slovenia, in conjunction with the World Bank. His current area of practice is appraisal review, with an emphasis on reviewing going concern appraisals. Mr. Wilson has been involved with this topic dating back to the 1970’s when he was a Vice President in banking originating SBA loans. He has been appraising going concern property types since the 1980’s and has taught Going Concern Valuation for over a decade to government agencies, assessors, and appraisers, and for appraisal organizations such as the American Society of Appraisers and the Appraisal Institute. Mr. Wilson is the author of the book Going Concern Valuation for Real Estate Appraisers, Lenders, Assessors, and Eminent Domain Professionals. He graduated from BIOLA University with a Bachelor of Science degree in Organizational Leadership, and has a Special Major Master’s Degree from California State University, Sacramento in Land Use Ethics.
