Overview

When President Donald Trump signed the Tax Cuts and Job Act bill in December 2017 a groundbreaking piece of legislation offering the CRE space new investment and development avenues and vehicles came into effect. Beyond the possibilities it affords the CRE industry, the Opportunity Zone legislation can be an economic driver for entire neighborhoods, communities, and cities especially Sacramento, CA. The bill allowed former California Governor Jerry Brown to designate census tracts as Opportunity Zones. Investments made by individuals or companies through specially designated funds into these zones would be allowed to defer or eliminate federal taxes on capital gains. Of the 879 tracts in California, 43 are in Sacramento County in places like Rancho Cordova, Meadowview, and the Florin Road Corridor. In all, the 43 tracts are home to nearly 200,000 residents and represent an average poverty rate of 37 percent. With Sacramento receiving more than $1 billion in private investment (since 2007) and exhibited economic growth at twice the national average, the Opportunity Zone legislation represents a new, untapped, well of opportunity. Alison Geddes is an attorney in Trainor Fairbrook's Property Management and Litigation Departments. Her primary area of practice is commercial property management and real property litigation. She also enforces judgments awarded in favor of Trainor Fairbrook's clients by locating and levying upon assets including bank accounts and real property as well as utilizing other judgment enforcement mechanisms.

Councilman Eric Guerra was elected to represent Sacramento City Council District 6 in April 2015 and was reelected in 2016. District 6 encompasses Campus Commons and Sierra Oaks in the North, between Stockton Boulevard and Watt Avenue, including the areas of Tahoe Park and Little Saigon. Councilman Guerra is a proud Sacramento State Hornet. He graduated in 2003 with a Bachelor's degree in Electrical and Electronic Engineering. In 2008 he earned his Master's degree in Public Policy and Administration. Prior to his election to the City Council, Councilman Guerra served as the Governor appointee to the California State University Board of Trustees, President of the Tahoe Park Neighborhood Association, Chairman of the Sacramento County Planning Commission, President of the Sacramento State Alumni Association and has over 13 years of experience in the California State Legislature in numerous roles. Councilman Guerra is appointed to serve on behalf of the City of Sacramento on the multi-jurisdictional Joint Powers Authority boards: Sacramento Regional County Sanitation District Sacramento Regional County Solid Waste Authority Sacramento Area Sewer District Board (SASD) Sacramento Metropolitan Cable Commission Sacramento Metropolitan Air Quality Management District (SMAQMD) Sacramento Transportation Authority (STA) Sacramento County Disaster Commission He also represents the City on their standing Law & Legislation Committee and the League of California Cities Board of Directors. Kunal was previously an executive with the Sacramento Kings and Chief of Staff for former Sacramento Mayor Kevin Johnson, where his portfolio included the award-winning Golden 1 Center and several initiatives to enhance opportunities in low-income communities. Kunal sits on the Board of Directors for the Green Sports Alliance and is an Adjunct Professor at the University of San Francisco Graduate School of Sport Management. Orla is a Tax principal based in the San Francisco office providing tax consulting and compliance services to asset management clients, with a specialization in Patient Capital/Evergreen Structures, Impact Investing, Cross-border Structures, and the Real Estate Industry. Professional and industry experience Before joining KPMG, Orla most recently served as legal counsel in the Washington, DC office of Goodwin Procter, where she advised real estate and private equity clients on transactions, private letter rulings, and tax policy matters. Previously, Orla served as acting special counsel to the deputy chief counsel (technical) at the Internal Revenue Service, where she reviewed over forty published guidance projects, and while an attorney advisor in the Financial Institutions and Products Group was part of the working groups responsible for the "Basket Notices" designating certain derivatives as reportable transactions, and guidance related to regulated investment companies' investments in commodities, and dividends on convertible debt. Prior to that, Orla was lead global tax counsel at The Carlyle Group, where she implemented the firm's publicly traded partnership structure, structured non-US funds investing in Asia, Latin America and Africa, and was lead global tax counsel for transactions across the firm's private equity, real estate and global market strategies businesses, and was a vice president in the tax planning and advisory group at Goldman Sachs in New York and London, where she was lead counsel for real assets taxation (including transaction advice for real estate private equity, distressed debt and loan origination, global infrastructure investing and tax credit investing for balance sheet) and fund structuring (including external private equity, fund of funds -primaries and secondaries, open-end real estate fund, separate and managed accounts) and had oversight of US tax for European and Asian businesses. Orla started her career at Sullivan & Cromwell in New York and also previously worked as a foreign service officer in Mumbai, India. Orla earned her law degree from Columbia University and her undergraduate degree in foreign service from Georgetown University.
